Carolyn Kendall
Carolyn is a senior associate who joined Thomson Gray in 2026. Working across our offices, she provides strategic, commercial and technical advice to public and private sector clients involved in infrastructure investment and public-private partnerships.
A Chartered Quantity Surveyor with over 38 years’ experience in the construction and infrastructure sectors, Carolyn has spent more than 25 years specialising in PPP, PFI, NPD and other public-private investment models. Her experience spans the infrastructure lifecycle, from early business case and procurement through project development, commercial and financial close, construction, operational delivery and complex change.
Carolyn brings a broad perspective to infrastructure investment, having worked in sponsor and developer, lender technical advisory, public sector delivery and contractor advisory roles across different sectors, jurisdictions and delivery environments.
Her experience includes major education, healthcare, transport and community infrastructure projects. Working across both sides of the public-private relationship has given Carolyn a strong understanding of the commercial, financial and delivery considerations that influence successful infrastructure investment. She combines this strategic perspective with practical project experience to help clients understand risk, navigate complex commercial issues and make informed investment and delivery decisions.
